Overview

Subdividing land in Fiji means creating new lots for sale, transfer, lease, or other dealings under the Land Transfer Act framework. For scheme design you engage a surveyor; planning consent is lodged with the Department of Town and Country Planning (DTCP) (or via the municipal council for larger proposals), then survey plans go to the Department of Lands after development conditions and compliance certificates are met, before registration with the Registrar of Titles.

How subdivision usually proceeds in Fiji

Official DTCP guidance requires a surveyor-designed scheme that meets Subdivision of Land Regulations criteria, planning approval, completion of required works, a survey plan lodged with Lands with completion/compliance certificates, then registration of the plan with the Registrar of Titles.

  1. Scheme design with a surveyor

    A surveyor designs the subdivision so lot layout, access, and areas comply with assessment criteria. Pre-consultation with DTCP is optional but can save time before you lodge.

  2. Planning application

    Lodge the scheme with DTCP (or the relevant municipal council when the proposal exceeds five acres, for referral to DTCP). Supporting documents typically include title, scheme plan copies, and other consents listed in the official checklist.

  3. Works and compliance

    Undertake the subdivision and required engineering or development works under the approval conditions, then obtain completion / compliance certificates from council and stakeholders named in the approval.

  4. Survey plan, Lands approval, and titles

    Submit the survey plan to the Department of Lands with the required certificates. After survey examination and clearances, register the plan with the Registrar of Titles so new lots can be dealt with.
